Death Penalty Requested For A Man Accused of Murder of 9 Year Old

A Montgomery County, Pa. D.A., Risa Vetri Ferman, said at an arraignment, that she is seeking the death penalty against James Troutman, 24 of Souderton, Pa. that is accused murdering and raping 9 year old Skyler Kauffman. This move was apparently significant for Ferman because her office claims she only seeks the death penalty in extreme cases.
